Florence 4C Quick Reference Guide

All STD-4C compliant mailboxes must meet the U.S. Postal Service's (USPS) design and installation requirements to be USPS Approved. Accessibility regulations may vary locally and regionally, so always consult local building codes for the accessibility requirements related to your mailbox project. (See Installation and Accessibility References for additional details.)

Regarding Mailbox Compartment Numbering

Rather than assigning mailbox ID plates that match apartment or house numbers, sequential or standard numbering may help you meet the accessibility regulations related to your project. Standard numbering may also provide greater security and privacy for residents.

Required Height from the Floor

Mounting at specified heights AFF (Above Finished Floor) ensure USPS installation requirements are met.

  • If your installation is for USPS delivery and contains any tenant compartments in the bottom row, the minimum height from the floor is 28 inches.
  • If your installation contains no tenant compartments in the bottom row, you have the option to install at a minimum of 15 inches from the floor to be compliant with ADA and USPS requirements.

Postal Delivery

If USPS carriers will deliver mail to every tenant box, then you will need the STD-4C mailbox. It must also be installed according to specifications as outlined by USPS STD-4C regulations (see here for details). Also, all installations must have one parcel locker for every ten mailboxes (a 1:10 ratio). Be sure to check with your local post office prior to planning any mailbox installation, to make sure you are meeting local requirements for proper placement.

Private Delivery

What is private mail delivery?
When the USPS mail carrier delivers mail to one centralized business location and then the facility manager or entrusted individual distributes the mail to all the individual tenant compartments, it is considered private delivery (most commonly used in dorm settings). Mailboxes for private delivery do not have to conform to current postal regulations and therefore provide additional customization options over USPS Approved equipment. The entire Versatile (TM) 4C mailbox line may be used for private delivery, if desired. You can select this option directly from any of the Florence Mailboxes 4C product pages.

Preparing for accessibility is important for any project, and your mailboxes are no exception. All wall-mounted mailboxes serviced by the U.S. Postal Service (USPS) must be installed according to specifications as outlined in the USPS STD-4C regulation.

Meeting USPS Installation Requirements

Florence Manufacturing USPS Approved 4C mailbox products are designed to adhere to STD-4C regulations. To ensure your project complies with USPS regulations for wall-mounted mailboxes, your mailbox center must be installed according to the following U.S. Postal Service guidelines:

Installation requirements specified in the U.S. Postal Service STD-4C regulation are outlined below:

  1. At least one customer compartment shall be positioned less than 48 inches above the finished floor.
  2. No parcel locker compartment (interior bottom shelf) shall be positioned less than 15 inches above the finished floor.
  3. No customer lock shall be located more than 67 inches above the finished floor.
  4. No customer compartment (interior bottom shelf) shall be positioned less than 28 inches above the finished floor.
  5. The USPS Arrow lock shall be located between 36 and 48 inches above the finished floor.

In residential facilities, where mail boxes are provided for each residential dwelling unit, mail boxes complying with 309 shall be provided for each residential dwelling unit required to provide mobility features complying with 809.2 through 809.4.

U.S. Postal Service STD-4C Specification Highlights

Effective October 5, 2006, all new designs approved for NEW CONSTRUCTION AND MAJOR RENOVATION require U.S. Postal Service STD-4C compliant mailbox systems. The new USPS 4C Standard includes the following specifications:

  • A new compartment form factor minimum size requirement of 12 in. w in. 15 in. d in. 3 in. h.
  • Eliminates the vertical form factor (5 in. w in. 6 in. d in. 15 in. h) design.
  • Introduces a parcel locker requirement based on a 1:10 parcel locker to customer compartment ratio.
  • Strengthens security requirements for the entire receptacle.
  • Standardizes and improves tenant compartment lock design.
  • Adds testing requirements to verify acceptability for either indoor or outdoor use.
  • Introduces quality management systems provisions.
  • Enhances design flexibility for concept, ergonomics, and materials.
  • Meets Americans with Disabilities Act (ADA) standards.

How the U.S. Postal Service STD-4C Regulation Affects Centralized Mailbox Selection

Q1. WHAT IS THE NEW in. 4C in. POSTAL STANDARD?

Q2. HOW DO THE NEW REGULATIONS AFFECT HOW I BUY CENTRALIZED MAILBOXES?

The three (3) simple questions below will help you determine the right wall-mounted mailbox product for your project.

  1. Are the mailboxes being used in new construction?
    a.If so, only 4C rated wall-mounted mailboxes or free-standing CBU products can be used.
  2. If renovating in. are the mailboxes simply being replaced using the same rough opening (RO)?
    a.If so, then 4B+ rated verticals or horizontals can be used.
    b.If adjusting RO, then new 4C rated mailboxes must be used.
  3. Is the mailbox installation inside or outside?
    a.If inside, any model can be used depending on answer to Q1a & Q2a/b above.
    b.If outside and unprotected , install 4C or CBU products as 4B+ rated verticals and horizontals are NOT rated for outside use.

Q3. WHAT DOES MAJOR RENOVATION MEAN?

A major renovation would occur anytime the condition of the wall is being modified where the existing wall-mounted mailboxes are presently installed. If the cavity of the wall is altered in such a manner the mailboxes can t be reinstalled on a one-for-one basis, the renovation would be considered major and mailboxes complying with the new USPS STD-4C regulation should be installed.
