If your card was declined, then there should have been an error message at the top of the check-out explaining the reason. If the error message is not clearly understood, you can do a search in Google for that specific error message to find a potential reason for it.
It may be that your financial institution flagged an order as high-risk because it was either out of state or because the purchase was being made online. Typically, these flags can be removed if you contact your financial institution and request that they approve the purchase.
